[OSGeo-Conf] Philadelphia declared World Heritage City

Conference Committee,

Yesterday, we learned that Philadelphia has been declared a World Heritage
City, the first U.S. city to earn this designation.

We didn't have this information when we submitted our proposal, but it
happened yesterday, and I thought it might enrich folks sense of
Philadelphia.
