[OSGeo-Conf] what happens in case of draw?

Hi all,
One way to resolve a draw is to give one person  0.5 or 1.5 of a vote.
I previously suggested I step back from voting due to time constraints, 
but based on being approached to reconsider, I suggest that maybe I 
could fill a vote breaker role.
I would vote 0.1 for Location A, 0.2 for Location B, 0.3 for Location C.
That way, my vote would only count if there were a tie, and it would 
guarantee a winner.
