[OSGeo-Conf] what happens in case of draw?

Dear Conference Committee Members,
Can I take Cameron’s vote based on suggestion below as valid one in case there’s draw or do I need to report the draw to the conference committee and start discussion how to break a tie?
I believe there was draw in FOSS4G 2014 selection and finally Board decided the host city. right? When I read the thread at that time again, I found that many committee members agreed to give 1.5 votes to committee chair. However we don’t have committee chair right now.
