[OSGeo-Conf] Update Wiki with Bid Documents

Hi David,

As the former longtime chair, it is very important for someone to 
officially respond to each bidder with "thank you for your final 
submission, it has been accepted and is available at..." within a day or 
so of the team submitting it.  If no one is doing that, then I suggest 
David you quickly jump into that role, as I'm sure the bidding teams are 
waiting to see if their submission was accepted (I think one was late or 
had attachment problems for example).  This can all be cleared up with a 
message responding to each submission message.
