[OSGeo-Conf] [Board] FOSS4G 2017 contracting & funding

I'm dropping the OSGeo-Board off the CC list.

+1 to all Steven said.

You will often find that if someone gives you good advise from an email 
list, then others on the list won't feel a need to chime in. In this 
case, if you don't get someone extending or contradicting Steven's 
advice within 48 hours, then it is probably worth following.
For major decision points which the list members will help identify, 
such as committing to spending, we will put a motion to the vote, and 
likely escalate to the board to confirm.
