[OSGeo-Conf] Nominating Steven Feldman as OSGeo Conference Committee chair

Hi ConfComm,

I know, that I am not eligible to vote ;-) - but from my experiences I 
had so far with Steven as our financial supervisor for FOSS4G 2016,
I can state that you can't find a better solution, after Eli stepped 
back. So a virtual "+++1" from me :-)

Also big thanks to Eli for all the efforts you've made so far in 
supporting us (LOC Bonn)!
