[OSGeo-Conf] Conference committee members

Hi,

just my 2 Cents: I'd say, that belongong to both, board and conference 
committee might be kind of strange. Just regard the election process on 
FOSS4G locations:

CC assesses the proposals, votes and then proposes the best bidder to 
the board. Then the board is asked to accept the CC proposal.

Not really seeing any wrangling here, but imagine, there are people in 
both and they voted against that proposal in CC, that nevertheless won 
the vote. They have the chance to block this proposal again in the 
board...

As said, not assuming anybody really will do this, but it offers the 
chance and smells in my opinion little dingy.
