[OSGeo-Conf] Proposal: Invite Andrea Ross, from LocationTech to join the OSGeo Conference Committee

Andrea,

You've been around on this list for years productively contributing to
discussion on various topics.  In my mind, that is what really makes a
committee member; meaningful participation (even if I don't always
agree with your suggestions).

+1 to formalizing your voting and official membership on the
committee.  Thanks for the previous years of contributions and looking
forward to future work.

>From time to time members recuse themselves from votes due to real or
apparent conflict of interest.  This practice has been both argued for
and against.  I assume that you'll follow whatever the norm is on that
(i.e. thinking of last year where you were involved with 2/3 bids).
