[OSGeo-Conf] Proposal: Invite Andrea Ross, from LocationTech to join the OSGeo Conference Committee

Thank you Eli. I appreciate the support.

For what it's worth, yes, I am a strong believer in recusing oneself 
from voting if there's potential for conflict of interest.
