[OSGeo-Conf] Proposal: Invite Andrea Ross, from LocationTech to join the OSGeo Conference Committee

+1 from me for adding Andrea to the committee. She has run more FOSS4G
events than anyone and I think has some valuable experience to offer. As
others have commented, I think we could use more structure and process
around both conference committee membership and how we select the global
conference location. Quite a bit of thought has been put into this around
the FOSS4G NA event and I think there are things we could learn from that
experience.
