[OSGeo-Conf] FOSS4G 2018 Letters of Intent - questions and voting

Hi CC,

my guess is, that we will not get a consensus on whether we give the 
Lima team more time AND then have enough time for our decision until 
wednesday.
I also think we could not extend this phase, the deadlines were 
communicated clearly and the other two teams answered fast and in a 
precise manner.

I sent a personal email to both email-adresses I found from Juan 
Delgado from the Lima-team and asked him for an urgent reply to our 
questions.
That kind of difficult, they have 4h13 in the morning.... ;-)

My proposal is as follows:
We start the voting procedure and you as a voter may decide, if you 
want to wait for some hours or a day until commitment of the vote and so 
give the Lima team a chance to reply.
