There is also FOSS4G Asia, which is very successfully and attracts many local (continental) people. I suggest you to contact them as well. And well,  for anything you need, contact me (chair of FOSS4G Europe 2015).

FOSS4G Lima team,

While you have not been selected for the international FOSS4G event,
please don't be discouraged. I suggest you (and the rest of South and
Central America) consider running an annual South/Central America
FOSS4G, similar to the very successful FOSS4G-North America and
FOSS4G-Europe, which run in parallel with the International FOSS4G.

It could rotate between South/Central American cities.

I think there is a great opportunity to make this happen.
