[OSGeo-Conf] Review of 2 proposals for hosting FOSS4G 2019 until Dec. 15th

Dear Vasile,

if you are able to put the corrected file into the SVN, pelase go ahead.
If not, I'd like to kindly ask Eli to do it (as he also did it with the
1st version).
