[OSGeo-Conf] Yes! We can early: preparation RFP 2020

Hi CC!

Yes, I know we are really early, but as summer comes closer and many
(hopefully all) of you are in the process of preparing your traval to
Dar, I started to prepare the RFP for the 2020 conference.

I made a first draft and time-schedule on this WIKI page:

Please check the dates in the upcoming weeks, change or comment the WIKI
page and at least reserve dates for the voting periods. For the 2020 RFP
I would like to have an election where all eligible members of the CC
vote ;-)
