[OSGeo-Conf] Yes! We can early: preparation RFP 2020

We will need to do some work on the RfP doc to include 
something more on Code of Conduct
alignment with OSGeo values (prompted by late discovery of Tz gender legislation)
requirement to make accounts public within x months, 
guidance on charges to workshop presenters and others, 
commitment to provide free passes to TGP recipients (my suggestion)

Anything else?
