[OSGeo-Conf] Stage 2 on RfP 2020: Question period on proposals

Dear CC!

We received two phantastic proposals for hosting FOSS4G 2020. I linked
to the proposals on [1]. From now until 05th of December you have the
possibility to ask questions**. Please also copy your question(s) on the
two WIKI pages[2][3], that I have created and also linked from [1].

(**sorry, there was a bug in the timetable, we had a gap between end of
question period on proposals and start of the voting. So I changed the
question period's deadline from 30th of November to 05. of December, as
the votes were scheduled to start on december 6th, I hope that is okay
for everybody).
