[OSGeo-Conf] [Board] Request for seed funding for FOSS4G-NA 2019

If it helps we have a foss4gna governance committee that is responsible for
selecting an event each year. This fills the gap without local chapters in
North America.  As OSGeo rep on this committee I asked the board to keep
funding request in mind a couple meetings ago. Only surprise was the
calendar year, I incorrectly assumed we could plan for the 2019 budget.

The question of seee money is less important than acting as host (finicial
backing the event so OSGeo members do not take a loss personally). We
should make a page on this, the code sprint page is too specific but covers
some of the ideas.

I do t think you missed anything important, perhaps use of website and
branding to help promote.
