[OSGeo-Conf] Greetings OSGEO - Peru

I am Juan Manuel Delgado of the OSGEO Chapter - Peru, as you know we have
already organized the FOSS4G - Peru since 2014 and this year we are going
to organize the 4th FOSS4G 2019, so we hope to send the advertising of the
event to invite the OSGEO community in Latin America and the other
continents.

I regret my absence and write after many months but a personal accident and
the subsequent medical rehabilitation prevented me and now we are resuming
activities as an OSGEO community.
