[OSGeo-Conf] Letter of Intent for FOSS4G 2021 (other regions)

Dear Conference Committee,

As Istanbul (Turkey), we would like to be a candidate for the FOSS4G 
2021 becoming a part of other regions. For this reason, we prepared a 
letter of intent which is at the attachment. Since this is the first 
time for us to apply such an event via a limited document with 2 pages, 
we wanted to emphasize how our vision will be on the event. If you have 
any questions about Istanbul and the event in Istanbul, we would like to 
answer your questions.

Moreover, we would like to establish OSGeo Turkey chapter. This event 
will makes us very motivated and dedicated to work on establishing the 
chapter.
