[OSGeo-Conf] Getting ready for the Travel Grant Programme

I have incorporated a line about sustainable trade into the criteria and unless I hear from anyone overnight I will go ahead with launching the call for applications for the TGP tomorrow on Conference, Discuss and Announce (I will also update the TGP web page on OSGeo.org)
