[OSGeo-Conf] Conference Dev budget -Fwd: [Board] OSGeo Budget 2020

Please let us know for any operating budget needs for 2020. The 0$ is 
indeed a placeholder waiting for your feedback.
The board will meet and approve the 2020 budget on Mon 13 Jan.
