[OSGeo-Conf] OSGeo Oceania TGP request - please act as soon as possible

ps - I have boldly assumed that I have any right to set deadlines for
this committee to do anything - I think it is not something the board
should be doing.

please take it as a suggestion to move things along, and accept my
apologies for over-stepping my rights there.
