[OSGeo-Conf] Announcement: Call for Location global FOSS4G 2023

It might be worth issuing the call again with a new deadline of 2/15. I
would like to see it emphasized that North American bids will receive
priority to keep the rotation (

but that the call is open to all. Opening the regions to all may have
discouraged bids too.
