[OSGeo-Conf] FOSS4G 2024 in Belem, Brazil

Dear all. I am joining the potential organizing committee...

Thanks for the support and consideration/concerns on our proposal. We
believe that all those come to make a stronger proposal, if it is the case.

We understand that Belém can be seen as "a little bit out-of-the-way". But
on the other hand we believe that proposing cities such as São Paulo and
Rio de Janeiro, for instance, wouldn't help much on building a more
inclusive and diverse event.

Belém is a big city with all the infrastructure needed to host this kind of
event. Just to take advantage of the timing, recently it was officially
defined as hosting the international climate meeting, COP30, in 2025. Not
to mention other national events already hosted.
Beyond the event subject, Belém has been growing as a scientific
national/international hotspot hosting INPE offices (Brazilian space
agency), among others.

Indeed Brazil has regular national/regional and local open source geo
conferences, but it has been done scattered in the Brazilian territory and
with a well defined niche. There is no such event like FOSS4G to embrace
all niches in one big event. So, we see it as an opportunity t as we have a
strong "FOSS4g" community (QGIS, R, OSM, and so on).

To reduce risks and being competitive with other events we have in our plan
making a good articulation with all brazilian players that works with or
promote geo* events, like governmental agencies (IBGE, INPE, EMBRAPA) or
scientific groups (SELPER) and even from the private sector like MundoGEO.

So, there being said, we will start preparing the proposal as requested
with as much detail we can.
