[OSGeo-Conf] [Board] Vote stage 1 on RfP 2025 before 10th of March

Dear all,

I am also worried about the low participation. Did you reach out to
the people who didn't vote, to ask if they are still interested in
participating in this process?

I would propose both to this committee and to the board that if some
member does not participate for a consecutive number of years (3? 4?),
we should maybe put them on some stand-by/hibernation state until they
explicitly state they want to participate again. And if they keep
being unresponsive after reaching out to them during this hibernate
state (2 years more?), we retire them.

This is a volunteer work and we are all entitled to step away from our
responsibilities for some indeterminate period of time. Personal life
is more important always. But if this is a consistent need, we are
also responsible from stepping down and letting other people do the
work.
