[OSGeo-Discuss] Creating a new "local-osgeo-chapter"

No, we certainly don't want to exclude anyone -- but somehow we do need
to keep all our activities aligned with our overall mission and under
oversight of the board.  This is where I see the requirement for having
each project be (1) initially chartered by the board and (2) required to
have one elected Member on its steering committee.

I have in mind a model for thinking about the organizational structure
of OSGeo, but it will require a little thinking and discussion and
refinement.  If this topic is on the face-to-face agenda, I could take
5-10 minutes and present it there.
