Check out sourceforge.net and do and advanced search using GPRS and JAVA. Found 7 projects.

Most of them look like phone related projects, but I'm sure at least one line of code can be reused, if not a creation of a library (smile)...
Perhaps you could integrate your fleet tracking with cell phone use http://www.opencellphone.org/index.php?title=Main_Page
As usual the Linux Community has turned GPRS into a HOWTO http://www.xs4all.nl/~ernstagn/GPRS-HOWTO/
Hope some of those point you in the right direction... Now we need a GPRS library to compliment gpsbabel...
