Launchpad apparently uses the "GNU GetText file formats",
which is also what is used by the Translation Project:

In addition to Launchpad, there are a variety of tools
that translators can use to work with "GNU GetText file formats",
including cross-platform GUI interfaces such as Poedit:
http://www.poedit.net/

Perhaps the first question isn't "what interface do we
support/suggest", but rather whether or not it is practical
for OSGeo to support 'a single file format' for translations
(e.g. the "GNU GetText file formats").
