[OSGeo-Discuss] vmap0.tiles.osgeo.org broken?

Does anyone know who to ask about vmap0.tiles.osgeo.org/wms always
returning

loadOutputFormat(): General error message. OUTPUTFORMAT clause references
driver GD/JPEG, but this driver isn't configured.
