I fully agree Anne, that it is always important to recognize other 
contributions than just code.  As I explained in my recent FOSS4G-Europe 
keynote (and this was surprising to a lot of people they told me), the 
current OSGeo President fits exactly into those 'other contributions 
than code' realm. In fact I'd argue that there is no 'community' at all 
for a project without those contributions - documenting, testing, 
answering questions, asking questions, translating, packaging, giving 
workshops...in general, 'educating' the others about the project.  Very 
very important! :)  So yes, no shift needed really anymore, OSGeo 
appreciates all and any contributions :)
