Dear CRO,

It is my great pleasure to nominate Vinayaraj Poliyapram  (aka Vinay) [1]
as a Charter Member to OSGeo.

He is a young researcher who has shown dedication and commitment
to the OSGeo mission. He exclusively FOSS4G tools for his research and
has contributed to GRASS and ZOO-Project. He actively participates in
FOSS4G Events in Asia. He has conducted several workshops on GRASS,
QGIS, ZOO-Project, Python programming and OGC Web Services.

His enthusiasm in spreading the use of OSGeo software is second
to none and he will serve well as a Charter Member for OSGeo.

I have obtained consent form Vinay before filing his nomination.
