you may take a look at OpenWeatherMap (https://openweathermap.org ), although I am not sure you can extract data for the last 10 years.

You can go through the ISRO Mosdac site you will get the weather data of ISRO weather stations and also get the imagery data too for India. Just need to register on it.

Thier project called FarmsNtech aims to help farmers by providing a complete understanding about the weather pattern to maximize the crop yield or lessen the loss they suffer from during adverse conditions.
They have emailed me a query “We need open data of weather of India for the last 10 years. Do you happen to know any API for this? “
