[OSGeo-Discuss] Election 2017 Board of Directors elections results

I believe our voting system fully anonymizes results making it hard to
determine members who did not meet their obligation. Agreed that we should
maintain membership based on participation as outlined in our bylaws.

Thanks for double checking and helping ensure our foundation is run in a
consistent, fair manner.
