[OSGeo-Discuss] Friends of OSGeo vs. OSGeo partners: Definition ?

Hello list,

OSGeo is currently listing its "friends and partners" as part of the new web presence:
https://www.osgeo.org/partners/

What seems to be missing is an explicit definition of the requirements to become a friend or partner. 
>From my knowledge, a requirement for partnership is the signing of a MoU between both organisations.
What are the requirements to establish a friendship ? Is this already documented in the wiki ?
