Dear Jody,

It would be great if you could include the new Blink Raster project (https://github.com/ahhz/raster). It is a C++ library for geographical raster data analysis, and in particular Map Algebra type operations.  It meets all the requirements that you list above. The library will be presented at the forthcoming FOSDEM event.
