[OSGeo-Discuss] Charter members list

Since this is the charter members list, many of the names present are
active on the different mailing lists - but not on discuss at osgeo.org.

There is a charter-members at osgeo.org email list (traditionally used by CRO
to organize elections ) that we could consider using to contact the
remainder.
