Sorry, I'm on the road. There is a web tool that any committer can access and apporve other new IDs to be committers. I don't have the full answer as I'm barely online, but I've sent before to a couple of you. If you ping someone on IRC, like Frank or Howard (hobu) they can probably know right away.
In the meantime I'll look it up when I next get to my laptop.
