I agree that it should be part of the general sessions. Perhaps you can discuss this with the local program committee to see,
whether we can get a time slot for this. We can then identify potential panelists and contact them - most will be probably 
already on one of these lists. Each panelist can  then give a short 10min presentation that will provide information on
education status and issues for discussion for different education formats. Open panel discussion with contributions from
the audience can then follow.
