[El] epsg file missing and proj is looking for it

Martin,

I would suggest also installing the proj-epsg and proj-nad packages to
get a full featured proj installation.  I'm not sure why these are
segregated in this fashion.  At the very least I'd think that proj-epsg
should be required with proj.
