[El] Patch for mapserver

Today I stumbled over http://trac.osgeo.org/mapserver/ticket/3497 while profiling some map files. This is a major annoyance, since it is impossible to generate a map with more then 1 layer.

The attached diff applies the fix from current mapserver svn. The diff is rather small and straight forward and should have any impact only on shp2img.
