[El] GDAL 1.7.3 in elgis-testing

Trying to provide /usr/share/maven2/poms/JPP-gdal.pom 
__SHOULD__ Require /usr/share/maven2/poms/ to be provided by someone
else --> maven 2 __SHOULD__ be the only package providing it.

But there are zillions of packages there around which all
provide /usr/share/maven2/poms/ :-(

Two alternatives:
- provide /usr/share/maven2/poms/ as "everbody" does, or
- require maven2

Of course, maven2 pulls in some hundreds of dependencies.

So Requiring maven2 should be done only in those repos where an Install
of e.g. imageio-ext (java package) is likely to occur or be planned.

In conclusion: for elgis-java, require maven2; for elgis-nojava, don't
