[El] GDAL 1.7.3 in elgis-testing

I would really much prefer to maintain only one gdal core package.

If I simply remove the maven2 dependency what would it break?
The JNI library would still be available, wouldn't it?

Isn't there a concept of optional dependency (like it picks it up if
it finds it)
