[El] Proposed update for MapServer 5.6.6 and EL 5.6

The following patch to the current mapfile.spec includes an update 5.6.6, removes a previously included patch, which was applied to upstream and handles the the dependency on php53-devel/php-devel and postgresql84-devel/postgresql-devel depending on whether we are EL5 or not.
