[El] libspatialite in elgis-plus-testing

Hello,

libspatialite 2.4.0 has been backported from Fedora rawhide to
elgis-plus-testing.
It is in ELGIS PLus because it requires to upgrade sqlite.

Thanks to Peter for testing and to the Fedora packagers for the original work.
