[ELGIS] osm2pgrouting in elgist testing

Hello,

I have packaged osm2pgrouting v0.2 in elgis testing.

It loads OpenStreetMap data into a PostGIS/pgRouting database, see
http://www.pgrouting.org/docs/tools/osm2pgrouting.html
