[ELGIS] QGIS and Qextserialport

Dear ELGIS packagers,

the next Fedora builds of QGIS will require a new package called
qextserialport. Qextserialport was a bundle in QGIS until now and is
finally solved within Fedora.

Qextserialport builds straight in EL 6, but fails in EL 5, because there
is no libudev-devel, which is actually optional.
