[ELGIS] VXL comes to EPEL 6

The VXL package, C++ Libraries for Computer Vision Research and
Implementation, just made its review for Fedora/EPEL 6.

VXL is a requirement for the Insight Toolkit, which in turn is an
important step towards getting an Orfeo package.
