[ELGIS] SPEC files for MapServer 6.4.1 and MapCache 1.2.1

Hi Stephan,

thanks to the efforts of Mathieu Bornoz the spec file for 6.4 is in 
https://github.com/mapserver/packaging/tree/master/el, now.
