[ELGIS] Retirement of the ELGIS RPM repositories

Hello,

as I have notified last June [1], the ELGIS RPM repositories will be
retired imminently.

They have not been updated for years and were supporting RHEL/CentOS 5 and
6, which have been EOL for a while.
