[Europe] Resurrect legal entity?

Do we want it in Belgium? Looks like the feed there were expensive this las
time. At least compared with other countries. And I don't know if we have
volunteers there that want to run it. The current association is not
legally finished, but we already started the process, not sure if it is
reversible.

Part of this discussion is checking where are the volunteers located to see
where we want it running.
